1. Purpose
Sign-off is how a programme confirms that a defined set of checks has passed before it commits to the next step. A tape-out, a release or a qualification start depends on many sign-offs from different disciplines. If the criteria, the evidence or the baseline are unclear, sign-offs become a formality and problems pass through.
This procedure makes each sign-off a named person's confirmation, on stated criteria and an identified baseline, with exceptions waived only by the authority named for them. It also defines conditional sign-off, so that conditions are tracked and closed rather than forgotten.
Who signs off what, on which evidence, and what a conditional sign-off means. Each sign-off is a named person confirming that a defined set of checks has passed on an identified baseline, or that any exception has been waived by someone with the authority to waive it. Sign-offs roll up into the gate decision; they do not replace it.
