Who decides what on a chip programme. Each kind of decision has named roles: one approver who makes the call, a recommender who frames it, contributors whose input is required, and people who must be informed. Gate boards keep the decisions that commit money, scope or customers; working groups decide inside the limits the boards set.
A decision is classified against the rights map, routed to a gate board or a delegated owner, recommended, decided and published.
