• Maintain the demand model for every program by discipline, skill and quarter from architecture through post-silicon validation.
• Model staffing scenarios for new program proposals and quantify the hire, contractor or descope options needed to close gaps.
• Coordinate contractor and design-services augmentation plans with procurement for peak-load disciplines.
• Identify critical-skill single points of failure such as analog leads, DFT experts and timing signoff specialists and drive redundancy plans.
• Track actual versus planned effort by program using timesheet or allocation data and feed variance back into estimating norms.
• Maintain a skills inventory and cross-training plan to increase interchangeability across programs.
• Advise program managers on realistic staffing ramp curves and the schedule impact of delayed hiring.

• Maintain the supply model of available engineering capacity by site, skill, seniority and committed allocation.
• Run monthly supply-demand reconciliation and publish the gap analysis with over-allocation and bench exposure by skill.
• Support the annual headcount planning cycle with defensible bottom-up demand data.
