Why it exists and what it decides

Tools are hooked up to many utilities at once, and missing or untested connections delay start-up or cause unsafe conditions. A readiness record for each tool position keeps tools from moving in before their hook-ups are ready and installers from working around missing services.

Which hook-up items must be completed first
Whether the first tool move-in gate can be passed
