Tool set release: gate review pack

1. Purpose of the gate

Tool set release finalises the tool list for the first phase and releases the remaining orders. Each order carries a purchase specification with acceptance criteria, safety and ergonomic requirements such as SEMI S2 and SEMI S8, and the automation interfaces in the factory automation specification. Export licences and classifications are obtained or in hand.

It also fixes the process transfer plan, which tells suppliers and teams how the process will reach the fab.
