1. Purpose of the gate
Site selected confirms where the fab will be built. The gate checks that the site was chosen on written requirements and evidence, that power, water and workforce are confirmed in principle, that supply chain, natural hazards and environmental limits are understood, and that land is secured or under option.
The choice is effectively permanent, so the gate also checks that the ranking holds under reasonable changes to the weights, and that the incentive figures used are labelled as indicative until agreements are signed.
