1. Purpose of the gate
Permits and incentives secured confirms that the fab may be built and that the public support assumed in the business case is signed. Construction permits must be granted, the environmental impact assessment accepted, the path to operating permits agreed, and incentive agreements signed with their milestones, reporting duties and clawback terms recorded.
Permit conditions such as emission, discharge and hazardous materials limits become design requirements, and incentive conditions become programme milestones, so the gate checks that both are in the right registers with owners.
