1. Purpose of the gate
The operations and capacity review is the periodic check of a running fab. It looks at output, cycle time, cost, yield, equipment availability, safety, quality, energy, water and emissions, workforce health, and compliance with permits and incentive agreements, and asks whether capacity should change.
It is also the point where improvement priorities are set for the next period, and where the investment lane decides whether to propose an expansion, a conversion or an exit.
