1. Purpose of the gate
The expansion or exit decision sets the fab's future. Leadership chooses whether to add a phase or fill shell space, convert the fab to a newer or different technology, sell or transfer it, or wind it down and close it, on a business case that covers customers, people, permits and incentive terms as well as cost and return.
Each option carries obligations. An expansion may need new permits and can reopen incentive negotiations; a sale or closure may trigger incentive repayment, customer transfer obligations and decommissioning duties; and any tool or technology leaving the site needs export checks. The gate makes these visible before the choice rather than after it.
