• Design and operate talent pipeline programmes spanning community college technician tracks, university partnerships, apprenticeships, internships and veteran and returner pathways.
• Operate and continuously improve apprenticeship and earn-while-you-learn programmes with registered apprenticeship compliance where applicable.
• Establish equipment donation, cleanroom access and instructor-training programmes so partner institutions can teach on realistic tooling.
• Track cohort outcomes from enrolment through completion, hire, six-month retention and internal progression, and report against funder requirements.
• Partner with HR and hiring managers to convert programme graduates into actual requisitions and to remove degree-inflation barriers where a technician path suffices.

Function

• Build curriculum partnerships with community colleges and universities, co-developing cleanroom, metrology, equipment maintenance and semiconductor process courses.
• Secure and administer public workforce funding such as CHIPS workforce grants, state and regional training funds and EU and Asian skills programmes.
• Forecast role-level hiring demand for new fabs and design sites and translate it into a multi-year pipeline plan by discipline and location.
• Run outreach to K-12 and community organisations to widen the funnel and improve representation in the applicant pool.
• Coordinate with SEMI, SIA and regional workforce consortia so employers share pipeline infrastructure rather than compete for the same cohort.
