The shrink tape-out commits a new mask set, and its layout must be verified against the shrink rules rather than the original ones. The released database is the source for the masks and the reference for shrink characterisation. Without a controlled release, the wrong data can be sent to the mask shop and shrink results cannot be tied to a specific layout.
