Why it exists and what it decides

Customers accept a shrink only with evidence that its reliability matches the original product they qualified. The report provides that evidence, often from a reduced plan justified by the nature of the change. Without it, the product change notice cannot be issued, compliance evidence is incomplete and customers will not approve the shrink.
