Beam time is scarce and each campaign must collect exactly the data the radiation hardness assurance plan calls for. The test plan fixes conditions, samples and measurements in advance so that nothing is improvised at the facility. Without it, campaigns collect incomplete data, conditions depart from recognised methods and results cannot be compared, combined or defended.
