Why it exists and what it decides

First silicon is the first real test of the design and process together, and the faster issues are understood, the sooner a fixed revision can be taped out. The report gives design, test and process teams one shared account. Without it, teams chase separate theories, the design fix list is incomplete and engineering samples are late.

Whether the design works well enough to proceed toward engineering samples
Which issues need design fixes and which need process or test changes
Whether the behavioural model must be updated
