Spacecraft builders need parts early to design, build and test their boards, but engineering models are not screened or qualified as flight parts. The plan sets what is supplied, for which uses and with which documents. Without it, engineering models may end up in flight hardware by mistake, or customers lack the errata and interface data they need.
