Why it exists and what it decides

Every physical design and sign-off step depends on the foundry kit and libraries matching the target process exactly. Tracking them protects the company against using wrong or outdated data. Without it, designs are built on mismatched kit versions, sign-off results are invalid and silicon may fail or the foundry may reject the data.

Which kit and library versions are used for the test chip and the product
Whether a new kit release must be adopted before tape-out
Which library options, such as threshold voltage variants or memory types, the design uses
