1. Purpose of the gate
Concept approval decides whether a radio product idea deserves a funded team to define it. It is a business decision first: is there a market, can the company win it, and is the case strong enough to spend definition effort on. For an RF product it also has to answer early questions that other products can leave for later: which bands and standards the market needs, whether the company can reach those standards' certification and conformance requirements, and whether the technologies the product will probably need are available to it.
The gate does not approve an architecture or a technology. It approves the start of the requirements stage, with a named RF lead and a first list of target bands and standards, so the team spends its effort on the questions that matter most.
The gate sits at the start of the stage Standards & Band Requirements and belongs to the product track. In one line: The opportunity is accepted and a team is funded to define the radio product: the market, the bands and standards it must serve and the business case are stated well enough to judge.
