1. Purpose of the gate
A virtual platform is a software model of the hardware that runs real software long before silicon. For a platform it has a second job: one model, configured per product, serves every derivative, so derivative teams can study their configuration and start their software without building a model of their own.
The release is useful only if its users know what it can and cannot be trusted for. A model that boots the platform software but does not model a peripheral's timing is fine for driver development and misleading for performance tuning. The review checks that the limits are stated plainly in the user guide, that the planned configurations are modelled, and that the performance and power model has been checked against each planned product's workloads.
The gate criteria are: the virtual platform boots the platform software, with its limits documented; the configurations modelled include the lead product and the planned derivatives; and the performance and power model is checked against each planned product's workloads.
