1. Purpose of the gate
One or more lead customers commit to developing the technology with the packaging provider, with shared requirements, responsibilities, information rules and the path from feasibility to volume agreed in writing.
From this gate the technology is developed with and for named customers. The agreement shapes everything that follows: whose dies go into test vehicles, what data passes between the companies, who owns results, whether other customers can be served and when, and how the work moves from feasibility to volume. Public industry analysis describes these programmes as long, running from feasibility to mass production, and notes that customers tend to stay with the provider they chose, so the terms matter for years.
The gate also approves the business case and the investment plan, and confirms that the technology and the data to be exchanged are classified for export control before any technical exchange begins.
