1. Purpose of the gate
The integrated memory process is frozen as a baseline, with design rules and device models good enough for product design. Later changes go through change control.
The process baseline is the foundation for everything after it: test vehicles run on it, the product die is designed to its rules and models, and qualification will be run on parts made with it. Freezing it too early locks in a process that cannot yield; freezing it too late leaves designers working on rules and models that keep moving. The review judges whether the process is stable enough that further learning can happen under change control rather than by redesign.
The review also agrees how the design kit version used for product sign-off is locked and how later updates are handled, because a late change to rules or models forces re-simulation and re-verification of large parts of the die.
