1. Purpose of the gate
Safety, security, product and compliance requirements are complete, reviewed and traced to the hazard and threat analysis and to each market's rules, and are placed under change control.
This gate fixes the requirements the product will be verified, validated, assessed and certified against. After it, a requirement change is a controlled change with an impact analysis on the architecture, the analyses, the tests and the certification plan.
Reviewers check completeness against the sources, the hazard analysis, the threat model, each market's rules and the customer's needs, and check that each requirement is verifiable. They also check that conflicts between safety, security and availability have been found and resolved, and that the traceability matrix is in a state that later stages can extend rather than rebuild.
