1. Purpose of the gate
Release makes the process set the organisation's standard. From this point, projects starting work use it, quality assurance checks against it, and the assessment will expect it. The gate checks that it is ready to carry that weight: approved, published, versioned, supported by tools and understood by the people who must follow it.
The tool chain decision is frozen here. After release, changes to the tool chain are changes to the process set and go through the same control.
