1. Purpose of the gate
Submitting an approval package is a formal declaration to the customer. This gate makes sure that what is sent is complete, consistent and true, and that the person signing the warrant has seen the evidence. It is the last internal check before the customer's own review, and the cheapest point at which to find a mismatch.
The gate looks at the package as a whole: whether every element required at the submission level is present at its released revision; whether the elements agree with each other, such as the characteristics in the control plan, the studies and the drawings; whether every customer specific requirement for approval has evidence; and whether materials declarations are accepted in the customer's reporting system.
Any deviation, such as a characteristic below its capability requirement with agreed containment, must be declared on the warrant. A package that hides a known gap damages trust far more than the gap itself, and customers find such gaps in their audits.
