1. Purpose of the gate
Qualification measured the step on designs whose answers were known. First use put it on work whose answers were not. The First use review is where the organisation finds out whether the qualification baseline held up in practice, and whether the step delivered enough benefit to justify what it cost in review effort, licences, compute and attention. It is the evidence gate for broad deployment: if this review is weak, every team that follows inherits that weakness.
The review has four questions, one for each criterion. Was production accuracy consistent with the qualification baseline? Did any error reach a deliverable, and if so has its root cause been completed? Has the project team reviewed and agreed the experience report? Was the benefit assessed honestly against the business case, including the review load the step created? A step can be accurate and still fail this gate because the review it demands costs more than the effort it saves.
The gate looks backwards at one project, but it also looks forward. Its findings feed the decision on rollout scope, which is frozen at Production flow release, and they shape the monitoring triggers that Broad Deployment will define.
