1. Purpose of the gate
Data, IP and licence approval decides what the company is willing to expose, and on what terms, in exchange for the benefit the qualified step offers. Pilot approval covered named data for a limited evaluation. This gate covers production: every project in the eligible scope, every user, for as long as the step is in use. Several of the decisions frozen here cannot be reversed. Once designs have trained a shared model they cannot be withdrawn from it, and data already retained by a supplier is outside the company's direct control.
The gate criteria are a data flow map showing every flow of design data, prompts, logs and outputs; training on company designs excluded or explicitly agreed in writing; a licence and terms review approved by legal; an export control assessment completed; and a supplier agreement signed on the approved terms. The marker Terms accepted is reached here: licence, confidentiality, training and ownership terms are approved for production use, and from now on any change to them goes through requalification.
The review is cross-functional by nature. Security owns where data goes, counsel owns what the terms allow, export control owns who and where may receive it, design data management owns what is kept and deleted, licence management owns the agreement, and the engineering sponsor owns the decision that the residual exposure is worth the benefit.
